
Abstract: This manual addresses an identified need to clarify components of the licensing system for granting rights to private use of maritime space, through the issuance of the Title for Private Use of the National Maritime Space (TUPEM), under the current legal framework for Maritime Spatial Planning (MSP), and considering other applicable legislation for specific uses or activities in the maritime space.
In addition to the implementation of MSP instruments, including the Situation Plan and Allocation Plans, the TUPEM granting system is fundamental to the sustainable development of the blue economy sectors in the Azores. It requires a clear definition of the modus operandi and underlying procedures, adapted to the particularities of the Autonomous Region of the Azores (RAA).
The “Licensing Manual” is therefore a practical guide proposal on the specificities of licensing the private use of maritime space in the Azores Archipelago. It serves as an operational document intended to support the effective and sustainable management of this vital space for the regional economy and for the conservation of the marine environment.
